# FISP Cycle 10 facade inspection deadlines

> NYC buildings greater than six stories must file a facade report once every five years. In Cycle 10, the last digit of the tax block sets the deadline: blocks ending in 4, 5, 6 or 9 are due February 21, 2027, blocks ending in 0, 7 or 8 are due February 21, 2028, and blocks ending in 1, 2 or 3 are due February 21, 2029.

## Cycle 10 filing windows

| Sub-cycle | Tax block ends in | Window opens | Report due |
|---|---|---|---|
| 10A | 4, 5, 6 or 9 | February 21, 2025 | February 21, 2027 |
| 10B | 0, 7 or 8 | February 21, 2026 | February 21, 2028 |
| 10C | 1, 2 or 3 | February 21, 2027 | February 21, 2029 |

The whole cycle runs from February 21, 2025 to February 20, 2030. Each building's window lasts two years, and the same pattern repeats every five years.

The program is the Facade Inspection and Safety Program (FISP), also known as Local Law 11. A Qualified Exterior Wall Inspector (QEWI) performs the inspection and files the report.

## Report ratings

| Rating | Meaning |
|---|---|
| Safe | No repair or maintenance needed to keep the exterior structurally sound, and it will not become unsafe during the next five years |
| SWARMP | Safe with a repair and maintenance program: safe at inspection, but needs repairs or maintenance during the next five years, and not less than one year |
| Unsafe | Hazardous to people or property |

Unsafe conditions must be corrected within 90 days of submitting the report. If the scope of the repairs makes that impossible, the QEWI must recommend a timeframe, and the owner is responsible for meeting it.

## Penalties

| Violation | Penalty |
|---|---|
| Failure to file | $5,000 per year after the end of the filing window |
| Late filing | $1,000 per month from the day after the filing deadline |
| Failure to correct an unsafe condition | $1,000 per month, plus a monthly charge per linear foot of sidewalk shed from year 2 |
| SWARMP condition left unrepaired and refiled as unsafe | $2,000 |

## Frequently asked questions

### Which NYC buildings need a facade inspection?

Buildings greater than six stories. The rule applies to all exterior walls and appurtenances on those buildings, with limited exceptions listed in 1 RCNY 103-04.

### When is my facade report due?

Find the last digit of your tax block number. Blocks ending in 4, 5, 6 or 9 are due February 21, 2027. Blocks ending in 0, 7 or 8 are due February 21, 2028. Blocks ending in 1, 2 or 3 are due February 21, 2029.

### Does a report filed in Cycle 9 count for Cycle 10?

No. A building must file at least once during each five-year cycle, so a late Cycle 9 report does not meet the Cycle 10 requirement, even if it is dated after Cycle 10 began.

### What does SWARMP mean?

Safe with a repair and maintenance program. The facade is safe at inspection but needs repairs or maintenance during the next five years.
