Short answer

The current NYC parking structure filing window runs January 1, 2026 to December 31, 2027 for the Bronx, Queens and Staten Island. Manhattan and Brooklyn windows have already closed. Local Law 71 of 2024 moves parking structures to an assessment at least every four years after January 1, 2028, and the city has not yet published dates for that cycle.

Filing windows

Location Filing window
Manhattan Community Districts 1 to 7 January 1, 2022 to December 31, 2023
Manhattan Community Districts 8 to 12, and all of Brooklyn January 1, 2024 to December 31, 2025
Bronx, Queens and Staten Island January 1, 2026 to December 31, 2027

The change to four years

Local Law 126 of 2021 set a six-year cycle. Local Law 71 of 2024 increased the frequency: a condition assessment is required at least once by January 1, 2028, and at least once every four years after that.

DOB's rule, 1 RCNY 103-13, still lists "every sixth year" filing windows, and DOB has not published a schedule past 2027. Treat any date after 2027 as unconfirmed until it does.

How filing works

Owners must hire a New York State licensed Professional Engineer who is also a Qualified Parking Structure Inspector (QPSI). The report is due to DOB within 60 days of completing the assessment and is filed in DOB NOW: Safety.

Unsafe conditions must be repaired within 90 days of filing the report. Once the work is finished, the owner must file an amended report within two weeks.

Penalties

Violation Penalty
Late filing $1,000 per month from the day after the filing deadline
Failure to file $5,000 per year, beginning one year after the end of the filing window
Failure to correct an unsafe condition within 90 days $1,000 per month until corrected

Frequently asked questions

When is my parking structure report due?

Parking structures in the Bronx, Queens and Staten Island are due by December 31, 2027. The Manhattan and Brooklyn windows closed on December 31, 2023 and December 31, 2025, depending on the Community District.

Is the parking structure cycle six years or four?

Local Law 71 of 2024 requires an assessment at least every four years after January 1, 2028. DOB's rule has not yet published filing windows for that schedule.

How do I know if my garage is covered?

DOB publishes a Parking Structure Inspections Map with a downloadable list. DOB says the list is based on city records and it is ultimately the owner's responsibility to determine whether the rule applies.
